A short term / temporary fix would be to go to Theme Builder, Header component, Edit as Elementor, and open Display Conditions (arrow in the bottom left next to Save) and save again.  
This is likely due to the header component not have a translated equivalent.

  • Make a translated version of the Theme builder “header” component in the new language
  • Make a translated version of the menu that should be in the Header

The header in the default language should not disappear anymore
